History: Phillip Weygand is a career officer. Since the day he entered Academy he has been a model officer. He was assigned to the USS Yamato in 2366 ("Last Wish"). There he tried to initiate a romantic relationship with then Lt. Anke Engel but never got to it. However, he did gather support for his other project: the Highflyer-class ship. Weygand believed that Starfleet needed a stronger, more combat-oriented ship and started lobbying for his project among the other captains. Among the ones who supported him were Tryla Scott, Robert DeSoto and Edward Jellicho. His project was passed over in favor of the Defiant project, but Weygand didn't give up and when the Defiant project was abandoned, the Highflyer got a new shot. Eventually, the project was accepted and Weygand was assigned as the head of it. Working at the Utopia Planitia Yards, Weygand met Engel again and they finally stayed together ("Interlude"). After 4 years, the first ship in the Highflyer class, the USS Highflyer, became operational, with Weygand as its commanding officer.
